Preston is to commence recruiting at Lynchburg, Virginia. Contractor will be appointed to provide assistance. Discusses the standards for recruiting; the matter of integrity and candor; time of service; pay; ethics; physical standards. Recruits must be informed of articles of war. Includes the oath of allegiance. No negro, mulatto, or indian is to be recruited. Must have been in country five years. Give guidance on training methods, musters, returns.
