Petersburg 8th July 1796
Sir
I have received your letter of the 30th Ultimo by which the several amounts you have placed to my credit appears — Ensn Thompson was paid on his being ordered from this post by Genl Wayne and I supposed his account was well authenticated by the special Certificate of Colo Butler which I presume of perceives a necessity of transmitting the small Vouchers relative to Mr Thompson's account and which were deposited in Colo Butler's hands to whom I shall apply for them — but if these small papers have been supposed of little importance I therefore not
taken care of, I shall not shortly have an opportunity of seeing Genl Thompson or of obtaining any further Evidence of the propriety of his several charges.
Doctor Balfour says he relinquishes only a certain amount of his Pay up to the commencement of the present year and from that time he insists on being paid with the Garrison of Pasquiule. I shall however transmit him an extract of your letter so far as it respects him and directs Capt Befield to take Notice of it in his future rolls.
I shall attend to your instructions respecting the transmission of contingent accounts for examination at your Office: But I am apprehensive that the Measure will occasion disagreeable delays in many cases.
