Governors Island July 8^th 1795 Sir I herewith enclose you the Muster Roll of the Detachment under my Command I was [strikethrough: advised] informed by Major Townsend the commanding at West Point that I was to recruit at this Place My orders are to that effect. I have wrote to the Secretary at War on the subject but have receiv'd no Instructions relative to the recruiting Service, I believe I could get some good men, as several have offered, I could not take them not being furnished with money for that purpose I wish you to inform me whether or not the Contractor is not bound to pay me money in lieu of my Rations at the Contract Price, & whether he is not bound to furnish wood at the Garrison.
