Petersburg July 8. 1796 Sir I have received your letter of the 2^d instant — The round Jackets & Trowsers were all inspected and repacked on the 14^th — no items were found not to have received any material damage either by Moth or otherwise since they came into my possession They are now well packed in good dry Casks and Boxes, and are now I presume in as good a state of preservation as possible except that of being in Whisky. Hogsheads which are not to be got in sufficient numbers at this place a report of these Jackets and Trowsers is enclosed herewith agreeably to the instructions made 14^th June 1796 The present I.&J. previous to his departure for Head Quarters gave me the enclosed letter of credit on you the receipt of which I have to beg of you Sir, to acknowledge &to inform me in what manner &to whom I am for future to make application for the necessary supplies of both for the several purposes of the 2^d dept. Cap.^tn Ellett, one of the late Contractors called on me this morning & informed me that they the Contractors had in consequence of an agreement with Fortn. Francis purchased 1000 Barrels of flour on account of the U.S — 200 Barrels of which are now on hand, which he now calls on me as public Agent to receive but as I have not had any orders on that head, I have declined receiving it until Instructions could be obtained from you but I directed him to make his aplication in writing in order that I might transmit you a copy of it — which is accordingly enclosed I am Sir, your very ob.
