You will please therefore apply to him again for the amount, and remit it as directed in said letters —

I have in the absence of the Accountant to acknowledge the receipt of your Letters of the [undecipherable] Inst together with the package of vouchers accompanying it. They will be placed under examination and of the result you will be duly informed.
I return you the account of George Parrott for making an Artillery Coat — not conceiving it proper for you to make the payment — If the Soldier was entitled to it, it is an item of expenditures not proper to be settled here and consequently should not be paid out of any monies advanced from this Department — The Soldier is agreeably to law entitled to a certain proportion of Cloathing — when this is exceeded in any manner the Soldier and not the public sho' pay the expence
