W. O. 5 July 1796 Sir. Relative to the inclosed papers the President has instructed me as follows. "It is my desire that the charges exhibited against Gen^l. Wayne by Brig. Wilkinson, with the letters of crimination on both sides, should be laid before the heads of departments, and yours & their opinions reported to me on the measures necessary to be pursued to do justice to the public; the accused; and the accuser; — as also then and by whom, the inquiry is to be made; with the preli- minary steps necessary thereto" I submit to you in conformity with this order the letters & papers, it refers to and request to be favoured as soon as [strikethrough: accepte] convenient with your Opinion.
