Swan has directed the Sub Legionary Paymasters to make a circuit of their garrisons so as to sweep the numerous absentees in order to render their accounts more complete. Because of the constant flux of discharges and enlistments, Swan finds it very difficult to provide accurate estimates of pay wanting for the troops. This problem can be partly remedied by enlisting men for five years.
