In the pay Role of Capt Bissells detachment for the above payment as well as that for January & February — I observe that Dr Balfour is made up for his pay & forage & for the latter periods it appears by the Receipt Role sent forwards by Capt Bissells that he has actually received it altho he has relinquished the same to be paid in this City for the use of his wife which I have accordingly done.
I have therefore to Request that you will stop making any further payments for him until further Directions I have notwithstanding this admitted the whole amount of Capt Bissells Role to your credit as the Muster Roles do not shew that he has relinquished his pay. The amount of Ensign Thompsons for expences I have suspended entering as there are no vouchers accompanying it They must be forwarded before it can be examined.
In future you will make no payments but such as are supported by Muster Roles in your possession, if accounts for expences or any charges not supported as above mentioned are presented to you for payment you will forward them to this Office, for examination and if found right Directions will be given for the payment — this mode tho it may retard the payment a short time yet as it will prevent Difficulties arising on the examination of your Accounts here I have therefore thought it preferable and You will pursue it accordingly
