I have presented all your Estimates to the Secretary of War, who will as early as possible, transmit the Money to you, at this time the state of the Treasury will not admit of the measure, but I expect ere long the money will be forwarded, when that takes place I will write you again —

I have this day written to Major Towardy that when Monies are wanted for the purpose of pursuing Deserters that you would advance any small sum for that purpose on his order out of the Monies placed in your hands by Mr Freeman; taking the note of the party who are to account to you immediately on their return to West Point by rendering an account and attesting thereto and refunding any balance which may remain unaccounted for; the net amount accountable for to be charged by you.
