Sir
Again I present my accounts for expenditures in the Military Stores Department under the express Orders of the Secretary of War — I am not dispos'd to innovate any System for adjusting Public Accounts — Experience however determines me that every Charge in the Accounts presented is proper for liquidation at your Office — Indeed so many difficulties are present in my mind to any other mode of adjustment, that I cannot consent to prefer them elsewhere until Conviction of the propriety or positive Order compels me to the measure — I hope tho' the rigid Rules of Office may find my Statement in Some Small particulars informal they will not longer operate to an present- adjustment of my accounts and to the speedily placing the Amount thereof in my hands. —
