Sir
I received your letter of the 8th Ulto— I now enclose to you the Act of Congress passed 13th Ulto Regulating the Military establishments of the United States for your Governmt—
Very great inconveniences frequently arise from the Sub-legionary Pay Masters not forwarding their Accounts there are now four in the Army of whom I never have seen a voucher more frequent Settlement with them & Transmissions of the Vouchers by you to this Office would prevent many Difficulties which arise on the Settlement of their Accounts here when they are of so long standing. I have therefore to request that you will call on them for their Accounts and Vouchers & make a Settlement with them as frequent as circumstances of the case will admit and transmit the Accounts and Vouchers to this Office for Revision.
