Caleb Swan Esq^r Pay Master Gen^l Department of War Accountants Office June 11^th 1794— Sir I received your letter of the 8^th Inst— I now inclose to you the Act of Congress passed 1^st Inst^t. regulating the Military establishment of the United States for your Government— Very great inconveniences frequently arise from the subsidiary Pay Masters not forwarding their Accounts there are now four in the Army of whom I have never seen a voucher, more frequent Settlement with them & Transmission of the Vouchers by you to this Office would prevent many difficulties which arise on the Settlement of their Accounts here when they are of so long Standing.
