[David Henley / rec'd 15^th June / Answd] William Simmons esquire Accountant to the War Department Philadelphia To Knoxville 3 May 1796 I now forward a statement of my accounts that under the head of Department of War from October 1794 to June 1795, is for the expenditures of Cash which I received in September 1794 the vouchers for which was sent on by Capt. Chisholm in June 1795 for the Contingent accounts and those for the Military via Baltimore and I now send the Governors warrants for those of the contingencies — the payments of the Military [undecipherable] being compleated, I have recorded with me those warrants. The balance of Cash then on [hand] by the above statement was 3521.43 which is transferred to the Account stated from June 12 to 1795 to April 26, 1796. The Vouchers for this account for the Military were sent in a Waggon loaded with [undecipherable] for Mr Dyers and consigned to Jacob Francis Esq^r. those for the Contingencies will be handed by Mr. Herbert my express. the balance that appears on this Account is 3949.90 and which is carried to Cash Account, from this Account a balance will appear in my hands of 0106.63 bt. But from that must be Deducted monies paid which I have receipts for, and which are agreeable to the list sent of them, as you will find when I close these Accounts. To the Militia for services by 1793 1281.97 Commissary's Department 1724.33 To Discharged Men of the 3^d Sub Legion, to the [undecipherable] at [undecipherable] and for other purposes 1920.10 4926.90 Which will leave the balance of Cash that I acknowledge in my hands 379.73 which is from the Drafts I have lately made on the Honorable the Secretary of the Treasury, and which will be applied to Public use immediately, 1^st to pay some other men of the 3^d Sub Legion who sometimes will arrive in [undecipherable], and other Public purposes; to closing and settling those Accounts I have made partial payments upon. For I have not advanced any Money, but what the public has received a value for — this being well [known?] to state my accounts quarterly. I was of opinion to keep the money separate and state my account for each sum received. I have enclosed to Samuell Bogdan Esq^re the Quarter Masters Accounts, which consist of Articles purchased in that Department, and for the expenses of building the Barracks in this place. To the [undecipherable] and Account of Messrs King & Brozier, for articles purchased in the Indian, Quarter masters & commissary's Departments: the several departments is made Debtor to Cash for this amounts and Cash is Debted for my Letter of Credit on the honorable the Secretary of the Treasury for the amount of those articles which is drawn in favor of King & Brozier, and which balances that account. If I am wrong in any part of my Statement, or arrangements of the Accounts, I shall take it kind in you to inform me, and I will Endeavor to correct myself. I have herewith sent you an Estimate of the Monies that is now due, and will be wanting for the present year; amounting to Dept. 51,998.28 6ths which I leave to lay before the Honorable the Secretary of War. As also a List of the notes that may be wanted, for to make the payments. I have wrote the honorable the Secretary of War in which letter I have made some observations, that might have been [better?] for your letter, but being so circumstanced I have laid before him all that concerns my [undecipherable]. With my enclosures you have the Muster Rolls of George Lee Davidson for services of 1792, before I came to the Appointment, he told me, he gave these Rolls in seasonable time to Mr. Allison, but does not know what he did with them, the services were performed and it will be better for the concerned, to enquire of Mr Allison and decide upon them. I left with your predecessor Mr. Howell some Rolls as per list for the services of 1792 & 1793, which he was undecided upon, for the want of the Governors approbation to them, and to him I wrote, but have not received any answer. Governor Blount will probably be in Philadelphia, and it will be proper that you enquire [undecipherable] in respect to these, for the people are often at me to enquire whether they are to be paid or not, and I wish to satisfy them. I have also sent a copy of Mr Chisolms Account, as they are to a large amount for entertaining Indians, and Arthur Goodys for Horses stolen, that having a proper view of the business that may be doubtfull a fair decision may be made. I have sent a Memorandum for a supply of paper and other articles of Stationary, the the greater part is on hand that you sent by Chisolm, yet if the teams that carried down [undecipherable] for Mr. [Dyers?] on void return, it will be a good opportunity and it is always usefull. I have also sent to your care some letters which I request you to send to New York & Boston. When I was last at Philadelphia [I?] left the Deeds to a piece of ground I purchased for the Barracks. I request have you by all means send this on by the return of my express that I may have it recorded and acknowledged in Court. The Bundles that contain these accounts and papers are marked N^o 1 to 6, N^o 1 being papers and Warrants that belong to these Vouchers sent on by [undecipherable]; these have put them by themselves. N^o 5 is for Samuell Bogden Esq^r and N^o 6 contains a package for Richard Harrison Esq^re, which please to forward from immediately as King & Boziers Accounts are in that, and all my letters are packed in it.
