Sir,
I Received your Letters of the 15 Insts & [undecipherable] together with your Abstracts of payments made & the [undecipherable] & accompanying the same
I have not had Time to examine into the propriety of [undecipherable] payments to Capt Guion & Pike for doing the Sublegionary [undecipherable] Duty — when it is done I will inform you of the Result —
I have represented to the Secry of War the necessity for [undecipherable] making good the deficiency of the Estimates for the Army in 179[undecipherable] to Replace the Monies you have advanced for Objects in the [undecipherable] Masters and other departments from the Treasury where adva[undecipherable] advances ought to be made
The Secretary of War has wrong informed You th[undecipherable] the Pay sent out for November No [undecipherable] Money having ever been forwarded to you for that [undecipherable] Months —
But few of Your Bills have as yet been presented [undecipherable] Payment when they are Due Honor shall be paid to them — Shewn that part of your Letters which Relates to your being enabled [undecipherable] [undecipherable] as further Sum in Bills To the Secretary of War who will give the Necessary information on that heads it in my opinion wa[undecipherable]
