War Office 28 June 1796. Sir. I have received your letter of this date inclosing one from M^r Langham of the 21 inst. The bills about he says he will draw for in a few days viz. 1000 dollars if at a long sight may be paid; but he is to be informed, that in future, no bills will be accepted or paid which he is not previously authorised to draw. When workmen perform services, it is right they should be paid; but it is not necessary to have money lodged in advance for such purposes, as it can be so easily and quickly remitted. I do not see at present any occasion to make a change in any permission that may have been given by my predecessor to M^r Langham to follow any business compatible with and that does not interfere with his public duties.
