us Yesterday on that subject — I don't conceive it necessary to State
the particulars of his Claim; the question is simply this extracted
from the 14th Sect of the Act making Alterations in the Treasury &
War Departments, passed 8th May 92 — precludes a Discharged Man
who served as a noncommissioned officer or private from assigning
any Ballance of pay which may be due to him at the time of his
Discharge —
