Carolina, Sup.^r Office, Ch.^lton, April 6.^th 1796 Sir Yours of the 18.^th Ult^o together with the draft alluded to I have received, for which have Enclosed my Receipts therefor. As we differ materially in our Statements of Commissions due me as Agent for Monies remitted from the War Department, I have taken the Liberty of enclosing my Statement as stated on my Books, which I conceive to be just, and by which I am disposed to be governed. From the Representations I had made, and from the complexion of your letter of the 18.^th of Feb.^y last I was in hopes that my proposition of having my account heretofore rendered for Commissions up to the 30.^th September last, settled at the Treasury, would have been acceded to, and this I had certainly a right to expect, as the charging the Net balance due me from the War department in my Revenue Accounts was done under existing instructions at the time, and was to operate as a remittance. The present mode of settling the business places me in an awkward situation, and I am obliged to enclose two Receipts for the Draft now transmitted; One for Five Dollars & Ninety two Cents in full for Commissions for the Quarter Ending 31.^st Dec.^t last, as p.^r Account transmitted, and another for Eighty two Dollars and two Cents (being the balance of the draft) on Account of my Commissions (for you will see by the statement I now enclose that it will not close the whole) up to the 30.^th September 1795, as p.^r general Account transmitted to that period, which Sum I am obliged to credit the United States with in my Books, as they have been heretofore charged with the Net balance due me as Agent for the War department in my Revenue Accounts sent forward. All this trouble and difficulty might have been spared me, by a compliance with my Reasonable Requisition above mentioned, and it is painful to me to discover such an unaccommodating disposition, after the Representations I had made — I hope the mode I have now adop[undecipherable: probable reading "ted on these princi"]ples will prove satisfactory, as I had no other way of doing it, without bringing confusion into my accounts, which I am anxious to avoid. — I am Sir.
