Sir
Understanding by a Conversation I have quite lately with Mr Humphreys [undecipherable] you near Capt [undecipherable] that no Express orders had been Sent you from this Office to make use of Live Oaks for [undecipherable] times of [undecipherable] I have herewith [undecipherable] you enclosed a transcript, of an order, which was transmitted to the Naval Agents [undecipherable] 19 Months Since, and which I was requested by the [undecipherable] [undecipherable] to transmit again to you fearing the former may be mislaid or lost. I have wrote Mr Humphreys on the subject of making use of good White Oaks instead of Live Oak & you may expect his Opinion on the beginning of that [undecipherable]
