Sir, I inclose to you the muster and pay roll for the month of February, 1796, of the Corps at this garrison; and an abstract of retained rations due on the 29^th February to certain commissioned officers at West Point. Such alterations from the preceding forms as the Commandant has judged necessary have been made on the muster and pay roll. I know not the amount of the sums to be stopped, but it appears that his whole pay has been retained, which he conceives to be a hardship, as it deprives of the means of procuring any necessaries for his comfort, & appears to be contrary to the 9^th Art. 12^th sect. of the articles of war.
