Sir, I inclose to you the muster and pay roll for the month of February, 1796. of the Corps at this garrison; and an abstract of retained rations due on the 29^th February to certain commissioned officers at West Point. Such alterations from the preceding forms as the Commandant has judged necessary have been made on the muster and pay roll. I am directed to transmit you also a letter from Lieutenant Hale, and another from Lieutenant Goddes to the Commandant; and to inform you that M^r. Goddes has not received his pay for February at West Point, but requests that it might be remitted to him at New York as soon as convenient. [undecipherable] field's company, was tried by a court martial sometime in December last & convicted of having sold or lost sundry [undecipherable: probable reading articles] of public property & was sentenced to reimburse United States by stoppages of his pay. I know not the amount of the sums to be stopped— but it appears that his whole pay has been retained, which he conceives to be a hardship, as it deprives of the means of procuring any necessaries for his comfort. & appears to be contrary to the 3^d Art. 12^th sect. of the Articles of war. Sir I am respectfully [Endorsement:] It is probable that this is a mistake your very obedient serv[ant] that the whole of M^r. Stark's pay has been— Sir D. Hale Lieut. Arty for it is contrary to the 3^d. art. of the 12^th [undecipherable] of the art. of war— the remainder of that sum will therefore be [undecipherable] in future by halves agreeably to the foregoing article.
