Herbert to make out regular Returns of what Articles are received into the Navy Yard, as directed by the orders to his predecessor M^r Shore. And I request he will with as soon as possible make up a return from the time of M^r Shores departure from the Yard to the first Monday in March [M^r H. Pennock naval Agent Norfolk] Sir War Office February 25^th 1796 — Understanding that no returns have been made to this Office since last May of the Stores and Materials received into the Navy Yard at Baltimore — You are hereby requested to make a return of all Articles received into the Navy Yard from the first of January 1796 to the first Monday in March.
