February 1796 Sir, As powder will be wanted for the Army under General Wayne, you will be pleased to have as much Cannon and Musket powder proved and in readiness, as in looking over the returns you may judge necessary. It is intended to avail ourselves of the water transportation which fails in all March or the beginning of May. You will be pleased to consider it as a standing regulation that every cask of Cannon and Musket powder wanted on this occasion as well as what may be forwarded to the army or elsewhere in future must be previously proved and none sent which does not stand the proof.
