I have to acknowledge the receipt of your letter of the 1st and 3d Instant the former enclosing the Regulations of the Corps of Artillerists and Engineers — The latter the account of Mr Warren the money for which will be forwarded by Lieut Geddes who [will] be here shortly — With respect to the men who have applied to you for additional Bounty I refer you to that part of my letter to Mr Freeman on that subject dated the 30th Ulto in answer to his of 26 same month fully explains the reason for not paying the men —
I have always considered Mr Freeman while acting as Paymaster, the accountable person for all monies transmitted to him thro' this Office for the Corps and shall continue to so to do while he acts in that capacity — If there should be any danger in entrusting the Money to a Pay Master — It will be necessary that he give his Bond for the faithfull performance of his duties as such — with full and Sufficient Sureties to Indemnify the United States from any loss — [I] wrote to Mr Freeman under date of the 19th December last, he was not considered responsible for the Money until he actually received it — for the particulars thereof, I have to refer you to that letter. I return you enclosed agreeable to your request the Regulations of the Corps — The price of Clothing furnished Mr Freeman with [is in] my letter to him of the 30th Ulto when you can obtain the Necessary information — The detachment at Governors Island have had their pay forwarded up to the 1st of this month —
