[Addressed to:] William Simmons Esquire [Rec^d Office] Philadelphia [Docketed:] Army Inspector receiving 22 feby am 3 [undecipherable] Boston Feb^y 6. 1796 Sir When I was in Philadelphia last Spring and made application to you in what manner I was to draw my Pay while on Furlough, you observed that It was necessary I should have a certificate from M^r Swan Pay Master to the Legion, I then at the time I was there wrote to M^r Swan requesting him to transmit a certificate to You of the time I was Paid up too, which I hope he attended to. Inclors'd is an account against the United States for my Pay and Subsistance for the Year of 1795. and if proper, should feel my self highly obligated to You Sir for an Order on M^r Gorham for the Amount— of Amount, If I am in an error as to the manner or mode, of drawing on the Office of Accounts for Pay and Subsistance due me, I will thank You Sir to correct me and Put me in a way to do it with Propriety, If M^r Swan should be in Philad^a he can assure You of the truth of my act or Captain Bull late P.M. to the 1^st Sub Legⁿ Col^o Pickering Secretary of War at that time informed me I might have money on account if I was in want of any, or if I should be in want while I was in Boston I might draw on You Sir.
