[The Governor 6^th Feb 1796 to The Sec^y of War] State of Kentucky February 6^th 1796 Sir Your favours of the 7^th and 25^th November last was received at the time that the Legislature of this State was in Session, and was Submitted to their consideration. The Assembly in consequence passed an act of which the enclosed is a copy. and in conformity to that Act I have now the honour to transmit to you the copies of twenty five sets of pay Bills duly Authenticated, for Militia Services performed at the expence of the United States at certain periods when the Assistance & powers was rendered in me by the President of the United States to employ them at the instance of the Numbers, to the end that the same may be adjusted, and the amount which accrues to this State by the several Governments. They are stated in the manner directed by the Laws of this Commonwealth and approved of in me agreeable thereto, In some instances where the militia were called out on sudden emergencies, they were obliged to furnish their own rations, and in other cases where the rations were so small as not to make it an offence with any one to supply them for the price allowed by law they also furnished themselves with provisions in those instances the amount of rations are carried out on the pay rolls in Separate colum at eight cents p^r ration, the price allowed and paid by this Government. In other cases the rations was furnished by persons contracted to do so, and copies of the Abstracts for the same now accompany the pay Rolls. I have empowered Christopher Greenup and Alexander D. Orr [undecipherable] now representing this State of Kentucky in the Congress of the United States to act as agents or Attorneys in fact in behalf of this State, for the purposes [strikethrough: specified] authorized by the act referred to, to the department of those Accounts and to receive the amount in money and to pay the same into the treasury of the Commonwealth. Many of these pay Rolls are but of small amount and I flatter myself the President will conceive that those expences are very inconsiderable when compared with the magnitude of the objects to which they have been directed. The short time that these detachments of Militia have been continued on duty affords a sufficient ground for a belief that they were dismissed the moment that their service was not indispensably necessary and I trust will induce the President of the United States to direct that the same may be reimbursed without without delay, to this State. The three Garrisons posted on the Wilderness Road were all discharged on the eighth day of January last, under the impression that their services was not necessary at this time, a firm and general peace with all the Indian tribes.
