Finding a committee had been appointed to consider & report on the fortifications, I last Saturday handed to one of the gentlemen my report on their present condition. But reflecting since on the subject, I have supposed it more regular to present it to the house, who will of course refer it to the Committee.
Various causes have concurred to delay the report; which I need not detail. I have addressed it to the Speaker, without the formal introduction of a letter; this note being merely for your own perusal.
