West Point, January 15^th 1796 Sir, I have received your letter of the 6th instant. Colonel Rochefontaine arrived here on the 9th of the month, and paid into my hands Two Thousand, Six Hundred and Nineteen Dollars and Eighty Cents, for which sum you will receive by this post my duplicate receipt. I enclose to you the muster and pay roll for the month of December, 1795 of the Corps of Artillerists and Engineers at this garrison. Such of the officers at West Point, among whom I place myself, as have not drawn their rations from the contractor, request that the money for their Subsistance might be remitted to them through the same channel as their monthly pay. I have consequently inclosed for your inspection Statements of the respective amounts due, accompanied by certificates; references to which Statements are made on the pay roll. A court martial, held at West Point on the 2^d of December 1795, has ordered that Stoppages to refund certain expences, Should be made from the pay of Henry Starks private in the 3^d Company 3 Battal. James Welles private } mustered on 8^ber from the Theoph.^s McBride private } W^t to the 2^d Com.^y 4^th Batt.^l I transmit you an extract from the Sentence, and would request you to send me a memorandum of the ordnance prices of the different Articles of arms, accoutrements and uniform clothing, that I may know when to place the men again on the pay roll. Henry Starks has been detained on no pay roll from West Point, nor can I ascertain from him or otherwise the day on which he was apprehended. James Welles was placed on the pay roll for November last. Theophilus McBride was paid to the 30th of June, 1795, was a deserter four days; and is included also in the pay roll for November last. The eight Dollars which are in my hands for the pay of the two latter, for November, I shall State in my accounts as forfeited to the United States. You will be pleased to inform me, if the pay due in arrears to the first and last of these men when they deserted, be considered as part of the Stoppages ordered to be made. Henry Starks was taken in the neighbourhood of Springfield by Captain Cotton of the Legion. Warrant James Henneck has represented to me that, when he was under the command of Captain Gamble, he enlisted Thomas Bunyan and paid him ten dollars on account of his bounty; that the receipt was never returned in any of Capt. Gamble's accounts, and that both the sum paid by himself, and the four dollars balance of bounty coming to Thomas Bunyan, are fall due by the United States. I enclose for your inspection Bunyan's inlistment, his receipt for the ten dollars paid him by Serjeant Henneck, and Serjeant Henneck's account for the same. Thomas Bunyan is mustered in the 2^d company 4th Battalion. Colonel Rochefontaine has delivered to me fifty four blank receit rolls, for which I thank you. I transmit you also a muster and pay roll of a Detatchment, which has joined in December, from Captain Blackburn; and to which, it has been stated to me, arrearages of pay are due.
