On the Examination of the Rolls it has been discover'd that the Instructions from the Secretary of War of the 30^th November 1793 to the Governor have not in every case been attended to — Inman as regards the Muster Rolls he says "They are to be mustered upon Oath at the time of their entering and leaving the Service this is calculated to prevent abuse — again he says "it is indispensably necessary that all troops who are to be paid by the General Government should be Mustered in the same Manner by some respectable Magistrate or high Officer of the Militia." Notwithstanding those objections to the Rolls it has been thought advisable not to detain the Money — In hopes that you would have them made perfect before you made the payment. — I am Sir &^c William Simmons P.S.
