Constant Freeman Esq^r Department of War Agent D. of War— Accountant's Office Georgia— December 31^st 1795 Sir I have received your letter of the 7^th Instant together with the enclosures contained therein. The measures taken by you for the Payment of the Militia and Scouts are perfectly agreeable thereto being no exception to the payment of such of them as are expressly authorized by the President of the United States. The reason for my informing you to withhold the Money was the expectation of a Speedy decision taking place on the whole of the claims forwarded by you and then the balance would be remitted to enable you to pay them all off at the same time— This decision has not yet taken place, but the Secretary of War has assured me that no time will be lost in deciding on them— I have reported on the Claims and Submitted them to him— all that is wanting is a decision from him or the President— when this takes place Receipt Rolls shall be forwarded to you for the whole amount admitted to guide you in the Payments— I have consulted with the Secretary of War on the appointment of Wylie Pope Esq^r as pay Master of the Militia, the result of which has been his coincidence in the measure— conceiving this Service as requiring [undecipherable] at the same time placing the utmost confidence in your judgment in regard to his abilities and Character, both of which it is expected are unexceptionable— Ensign [undecipherable] Calls Bounty have been reexamination as well as all your Security for Sum duly made— The result of which has been the discovery of some errors— a list whereof is enclosed which you will (if possible) have satisfied— The two thousand dollars required for the completion of the Estimate forwarded by you will be remitted by this post to Daniel Stevens Esq^r Supervisor at Charleston in whose hands the money will remain subject to your Order.— I have thought it advisable to forward the Money to Compleat the Pay Subsistence and Forage of the Regular Troops in Georgia to the end of the present year for which purpose the sum of three thousand one hundred and fifteen dollars and fifty one Cents will likewise be forwarded by this to the aforesaid Supervisor, Subject to your Order.— I have especially to your request put up Blank Muster and Pay Rolls and directed them to the particular case of Major Habersham which I hope will arrive safe— The Troops who marched under the Command of Cap^t Tinsley and Cap^t Eaton for Georgia— have all been paid up to the 1^st of November by Ens^r Thompson to the 1^st [undecipherable] for his Pay and Subsistence You will therefore be able to pay them accordingly— some of the men have additionally Bounty due them which was withheld agreeably to the Act of Congress of the 3^d January but [undecipherable] their Regiment & Corps in which they are to serve— a list of such of them as were enlisted by T. [undecipherable] & [undecipherable] you have enclosed with a Summary of the Balances due— due them to guide the Paymaster in his Payments— Cap^t Tinsley and Cap^t Eaton not having settled their Accounts of Recruiting I am unable to inform you of the balances due the men enlisted by them, but that information I expect you can obtain from Cap^t Tinsley— There are under the command of Cap^t Eaton— he Government Two hundred dollars for the purpose of paying them their additional Bounty and he was furnished with a list of the Names of the men and sends them from this Office to enable him to make the Payments— agreeably to enable you to pay those who are entitled the sum of seven hundred dollars will be by this post remitted to Daniel Stevens there [undecipherable] Remain Subject to your Order— Cap^t Eaton [of Cap^t Tinsley] having considerable sums of money to account for as you will perceive by the enclosed Schedule of the charges taken from the Books of this Office— It would be a desirable thing if you could get them to render their Accounts and [undecipherable] to you for examination and any monies which remained in their hands unaccounted for, both of which you may give a receipt for an account and forward the Vouchers also account to & this Office to be received and finally [undecipherable]— In your letter of the 12^th March last to the late Accountant [undecipherable] you [undecipherable] yourself at a loss to know whether Officers are to be allowed rations of provisions and forage— It was understood that five tenths of a dollar was [undecipherable] of every thing, and consequently no further charge was to be incurred by the United States— You will therefore make deductions from the Pay of Such them as have received any rations— and transmit a [undecipherable] thereof to me that I may compare the same with the rations settled for at the Treasury— I hope this information will [undecipherable] in time to prevent making any improper payments— I am Sir y^r William Simmons Enclosed in the letter to Constant Freeman under date of 31^st December 1795.— A list of Monies transmitted to Daniel Stevens Esq^r Supervisor at Charleston— to be held subject to the order of Constant Freeman Esq^r Agent W.
