given to you by the Pay Master General, as I shall not be able to admit any thing to the debit of the United States in Violation to the above recited Act, be sides Congress by their act of the 7^th of June 1794 directs that the arrears of the Army should at no time exceed two months Pay, this has been attempted to be strictly complied with, and I know of no period that the Pay Master General has not been possessed of sufficient monies in his hands to pay all arrearages of Pay that might be due to discharged Soldiers, and that he has been particularly instructed to this effect, this would prevent impositions on the Soldier and upon the individual Settlements at this Office which are daily making with this Class of people, many of whom are begging for their Support until they arrive at the Seat of Government for the Purpose of obtaining the arrearages for their hard earn'd Services, with respect to the Soldiers transferring their Claims after they ceased to be in Service, the construction put to this is, that even those who served under the former Government in the War against Great Britain that all Settlements now made for arrearages due to them altho' they have conveyed it to others, the Sum is always reported as due to the original Claimant. — I am Sir Y^rs William Simmons Constant Freemanburg Esq^r.
