In reply therto I have to observe that however hard it may be upon the gentleman who purchased them, that it is not in my power to give any assent to the admission of Claims or payments contrary to the Act of Cong[ress] of the 8^th of May 1792 making alterations in the Trea[s]-ury and War Departments.
