I inclose an extract from Genl Wayne's letter of the 9th ulto with quarter master, cloathing and military store returns; and describing the bad quality of the powder sent to the army in 1794, and the necessity of [underline: immediate Supply]. This Supply however he could not possibly expect till the Ohio should be open next Spring. For this purpose, if transportation between this and that time should be practicable, it should be forwarded to Pittsburg: after satisfactory proofs have been made of the good quality of the powder: and copies of the certificates declaring its quality it may be proper to transmit to the Commander in Chief.
