[1358.]Nehemiah Freeman Esq^r. v Compy Pay Master                                   December 19^th 1795 West Point Sir In answer to your letter of the 7 Instant I have to inform you that the giving your recei[pt] which you transmit with reasonable caution to M^r Fish[—] will not render you responsible for the money, which the latter in consequence thereof remits to you, by the per[son] of acknowledged reputation whom you or the Council of Administration Shall employ to be the bearer until you actually receive it. In regard to the payment of addi[tional] Bounties I have to inform that such men of the Corps as have been discharged for their infirmities contracted prior to their inlistment should not be paid the arrears of Bounty; the public have already suffered enough by their deception by which without rendering any equivalent, they have Received Pay, Cloathing and part of the bounty. But such men as h[ave] been discharged purely for infirmities contracted subse[quent] to their inlisting, and who at the time were not upwards of forty six years of age, have doubtless a just title to the residue of their bounty money. — The Muster and Pay Roll have been examined and the amount found due thereon being 2,619[—] Dollars will be paid to Col. Stephen Rochefontau[—] who will be the bearer thereof to West Point — he will re[quire] your duplicate Receipts for that amount, to be transmitted to this Office for his exoneration. A[ll] of the alterations you have herewith enclosed for your government in forming Receipt Rolls. The Receipt Rolls you forwarded by your letter of the 18 Inst. have been examined and the Sum 2,974¹⁴/100 Dollars agreeably to your Statement, will be placed to your credit — On comparing the Receipts with the Pay Roll — It has been observed that the names do not follow in regular progression which creates some difficulty in the examination — I would therefore recommend that Receipt Rolls be made out for each company Separate, commencing with the first in the Pay Roll and marking it N^o 1 and so continue to the end; a Separate Receipt Roll may also be taken for the field and Staff — this mode will much simplify the examination. — I am Sir y^r William Simmons
