arise on the pay of the men, but the State of Georgia [strikethrough: I thi] seems destined to the hardest fate, as the pay for services performed by express or implied orders seems to meet with difficulty and delay. My letters to the Secretary of War of the 19^th of February, the 1^st of April and 27^th of May 1795 will afford information on the subject, the two former the Secretary has acknowledged the receipt of, and are on his files, the latter I enclose you a copy of — I have to request the favor of you to require an explicit answer from the Secretary of War on the business to which it alludes as I may be enabled to inform the Citizens of Georgia what they have to expect. On the subject of the pay of the Officers, I can only remark that, the most of the duty was performed previous to my coming into Office, consequently have not a perfect knowledge thereof, however in general terms I believe that the duty performed in the field was voluntary on the part of the Officers, and that they did expect pay only in proportion to the men they commanded — but that the duty done in forte was in order, therefore, altho' the Officers had not their full complement of men yet they must be considered entitled to pay.
