Your account dated 23d M[–] last assigned to Mr William Pennock is presented by his attorneys Messrs Hamsted & McCall, which I am under the necessity of Suspending for the following reasons — Vizt
The three first charges by you amounting to [£][–] being for your ferriage crossing and recrossing ferry at Sundry times between 3d September 1794 and 12th [June] 1795 for your Expenses from Philadelphia to M[–] from 25 July 1794 to 12th August following and for the postage of Letters upon public business, these Charges are entirely unsupported by vouchers, Neither of which can be admitted unless sanctioned by the Secret[ary] of War, to whom you will please to render your A[c]count together with such Vouchers that he may be enabled to form an Opinion thereon and give his directions accordingly. — The charge for your pay amounting to £18.14.9 I have thought it proper also to suspend for the present and refer you to my letter of 20th November last. —
