On the 21st October last I wrote to the Secretary of the Treasury requesting that I might be fur-nished with instructions for keeping the Accounts of the Navy; at this Office which letter I have since been informed was referd to you. — I have, therefore to request Sir, that you will be pleased to furnish me with such instructions, that I may be enabled to entail the Accounts which have been settled here before the end of the present year. —
