Document 1795Freeman apologized for not withholding money per Simmons request. Letter containing orders from Simmons was not received until after Freeman paid troops under Capt. Armstrong and Fauche, and the spies authorized by the President of the United States. Freeman gave governor assurance that the aforementioned men would be paid for services. Accounts current enclosed. Wyllie Pope appointed Paymaster of the Militia. Request for accounts of Spies for Elbert, Franklin, and Hancock counties be returned due to lack of duplicates.
