I have been to Charleston, and have received the money for the Bills drawn on the Branch Bank. I cannot [undecipherable] to you that your letter was not received until I came to this place on the fourteenth of last month; and that I had given the Governor of this State [undecipherable] I would immediately upon receiving the money [undecipherable] [undecipherable] [undecipherable] [undecipherable] and [undecipherable] have been authorized [undecipherable] the President of the United States, and have [undecipherable] been promised that they should be paid; I could not therefore withhold the money from them without injury to the public Service. Had I received your letter before I had engaged to make the payments I might have kept it [undecipherable] and have [undecipherable] your orders. Tho however [undecipherable] as these [undecipherable] must have been [undecipherable] you will approve of what I have done. The rolls shall be transmitted in a few days. Walter Ross Esq^r has been appointed Paymaster of the Militia & has given me his bond in Twenty [undecipherable] [undecipherable] — his [undecipherable] has been filed as [undecipherable] [undecipherable] [undecipherable] [undecipherable] including [undecipherable]. M^r Gibbons, the late pay master has [undecipherable] his accounts they shall be transmitted in a few days, and also the accounts & vouchers of [undecipherable] [undecipherable] Army. Enclosed are the Accounts [undecipherable] and vouchers of Ensign [undecipherable] [undecipherable] the regulars for the payments made by him last year — In a few days I shall send up the accounts to pay the garrison of Fort [undecipherable] — I enclose you an estimate of the pay subsistence and forage due to the troops in this county from the first of January to the thirtieth of September 1795 inclusively, which has been made from the payrolls now in my possession. You will please to observe that the six thousand dollars will not cover the demand; if you will transmit me two thousand more I shall be able to discharge all the rolls up to the period before mentioned — and you may if you please, at the same time, send the remaining three months pay for this year. You will Sir, find among the rolls which I forwarded on the Twentieth of November 1794 some for the Spies of Elbert, Franklin and Hancock counties, there are not any duplicates of them — I shall therefore, be obliged to you to return them to me, or send me copies. We are in great want of blank muster and pay rolls for the regular troops, I shall be obliged to you to forward some to the care of Major Habersham the Collector of this Port.
