Samuel Allinson and the Men under your Command for October 1795; also the Sum of 239^[??]/100 Dollars for the Pay of a Detachment of Cavalry inlisted by Lieut. John Losey now under your Command for the Months of Sep.^t & Oct.^r 1795 for which Sums your are accountable for the Disbursement thereof, agreeably to the enclosed Receipt Rolls. Sir, The Secretary of War having issued a Warrant in your Favor of fourteen thousand three hundred and seventy Dollars and 39 Cents being the Amount of Pay due the Patroles on the Frontiers of North Carolina between 22 Aug.^t 1794 and 26 June 1795 including the Sum 72^[??]/100 Dollars due to Lieut. Col. David Vance under whose Direction the patroles were employed, & you having entered into Bond faithfully to pay over all the Money apportioned to the said patroles to whom the same is respectively due or to their legal Attorneys, agreeably to the following Instructions, which if strictly adhered to on your part will prevent any Difficulties in the passing the Vouchers to your Credit. 1.^st The Claimant who applies to you for payment must produce a certificate from Col. Vance that he is the identical person who served as a patrole for the period above mentioned. 2.^nd In taking the Receipts, where a Man cannot [write] his Name, he must make his Mark, which mu[st] be witnessed by a respectable Person. 3.^rd When a person applies as Attorney to a patrole or takes, he must produce to you a legal Power of A[ttorney] properly acknowledged before a Magistrate, with a Certificate annexed thereto under the Seal of the Cou[n]ty Court that such person is a Magistrate, accompanied with a Certificate from Col. Vance that such Man served for the Period above menti[oned] all of which must be produced at this Office as [vou]chers for the Payment. 4.^th You are to observe that by an act of Congress of 8^th May 1792 the assignment of a Soldiers Pay [is] not valid, you are therefore not to pay any Ma[n] on an Assignment. If any Balance remains in your h[ands] after the Period allowed by the Bond for your comp[let]ing the Payments, which is twelve Months after th[e] date of the Bond, the same is to be refunded to [the] Treasurer of the United States. ↵ I am Sir &c.
