[Geo: Fleming Rec^d Nov. 13/95 Ans^d Same day] West Point, Nov. 10^th 1795 Sir, My last letter was dated the 22 Ultime, with which was enclosed two packets of vouchers & some other papers. I expected before now to have been able to have had my vouchers regularly arranged with certificates to them for the money I disbursed prior to M^r Fisher's arrival here; but my great hurry of business has prevented my having them all completed. As many as I could get ready I now enclose you with an account of them. The remainder up to the time M^r Fisher got here I will forward to you within a few days. I shall then with the greatest assiduity prepare the vouches I have for the money M^r Fisher brought me, & forward them to you without delay. — Your favors of the 30 & 31 Ultimo I have duly received. I have sent by a careful person going on his own business, my triplicate receipts to Col^d Bush for the 267 dollars for the pay of the detachment of the legion under my direction. In a few days I shall receive said money. — I have for a few days been out of money, having paid out in a twice the money M^r Fisher delivered me, and have been obliged to borrow 2¹⁵ dollars since. — It gives me pain to have people call upon me for money when when I have not any in my hands, to pay them agreeably to contract & under in compliance with Col^d Benson's requisitions on me; which he informs me he is authorized to make for the accommodations of the regiment he belongs to. — I have requested the hand the Secretary of War to forward to me for contingent expences at this garrison Three thousand dollars without the least delay. I suppose at this instant there are just demands upon me to this amount. — It is repugnant to my feelings to draw for a larger sum when so great a number of vouchers are in my hands not arranged yet properly to send; I will endeavor to make out with the sum I have now mentioned, until I forward more vouchers. The artillerists & engineers' quarters are not yet all completed — and Col^d Benson has not, and he says has not been able to spare any carpenters until the other day two or three only to repair the powder magazines & storehouses in which the military & quartermaster's stores are. I reported to the war department repeatedly from three in four years since a deplorable situation. The 8^th one he will shortly be — have carpenters enough to repair them. More mechanics than have been employed on the artillerists & engineers' quarters, it it was impossible to board & give lodgings to here. I write this particularly to you on these subjects, not wishing to trouble Col^d Pickering with a long letter, as his time must be entirely taken up with the very important business he has to transact in the two departments he is intrusted with the management of. — I am particularly attentive the Public receive full value for the money they out for them. — I am, with the greatest esteem and respect, Sir, Your most obedient Humble servant, Geo: Fleming [signature] Will^m Simmons Esquire.
