Sir, I transmit you a muster and pay roll of such men, as have joined at West Point, since the thirtieth of September last, to whom arrears of pay are due to that date; and also a muster and pay roll for the month of October, 1795 for the Corps of Artillerists and Engineers at this garrison. I have enlisted two men, George [undecipherable: probable reading "Parrott"] and George Easton, since the first of January last, who are now at West Point; and to whom, as I have stated in my recruiting account, I have paid the Bounty of ten dollars only. There are a number of men present, who have been enlisted in 1795, and who have, for some time past, claimed the additional Bounty. Your letter of the 15^th July last, has prevented me making any Statement to you of what they alledge to be due to them; and has determined me to wait your Directions, whether I should act or not in the business.
