R.P.O.40130.] Extract of a letter from Major General Wayne to the Secretary of War dated the Ninth day of November 1795- " I have the honor to transmit the monthly Return of the legion, together with the Returns of the Quarter Master Stores at Fort Washington and this place. also the Returns of Indian Goods and Cloathing and the quarterly Return of Ordnance and military Stores at Fort Washington, (those at Greeneville were forwarded on the 5 Ultimo) and when added will shew the absolute necessity of an immediate supply, as none have been forwarded - agreeably to the letters made last fall and winter. But unless particular - care is taken to prove the quality of the powder, the public will be - infamously imposed upon; the last that was sent forward - say in the - spring of 1794 was totally unfit for any use, except to maneuvre with; - it would by no means answer for action nor was it worth melting - down for the small proportion of [underline: Nitre] it contained."
