[David [undecipherable] [undecipherable] G [undecipherable] [undecipherable] 2] Portland Nov. 7^th 1795 Sir, Having received orders from major [undecipherable: Loussard?] to discontinue the recruiting service & join the corps with the recruits remaining with me I have closed my recruiting account to the above date which with receipts for the pay=ments of bounty to each recruit I take liberty to enclose. I found it necessary, for getting ^{for this} two of the musicians, instructed & qualified, to pay them their entire bounties of fourteen dollars - eight dollars of which [undecipherable] was stated in my former account & six in my present one. This was not strictly conformable to the Act of Congress of March 28. 1795 but they had agreed on enlistment to apply a part of their bounties to the above purpose - And I having no other way to affect it, did not apprehend any ill consequences would result from it. - I have mustered the few recruits with me, to the 1^st Instant - the roll is also enclosed - It was necessary that the men, two of whom were [undecipherable], should receive their pay - I have therefore applied of the money in my hands to pay them to Their receipts for, say till the first of Nov. instant with one for my own pay till that time are likewise enclosed. - The balance of the said money will be subject to the order of yourself or of the secretary of war.
