Pittsburg November 4^th 1795. Sir Your letter of the 26^th ultimo, respecting mustering paying & discharging the Militia. I have communicated to Col^o Butler and his opinion is this as the Militia are generally at Presqu'isle & Beau^f & Fort Franklin, all the officers on command at one or other of the aforementioned Posts are only of dragoons at this place who are taking care of the troop horses, therefore mustering those troops must necessarily to postpone till they are assembled at this place which I presume will be soon after the expiration of their term of Service, to wit the 20^th of this Month — but in order to facilitate the payment of this Corps I have inclosed herewith an estimate of their pay forage & subsistence from commencement to expiration of term of Service Viz: from the 20^th May to the 20^th. I counter the amount thirteen thousand seven hundred and Seventy eight dollars Eighty six cents of which Col^o Presley Nevill has paid two thousand one hundred thirteen dollars forty three cents, a balance therefore of eleven thousand two hundred and sixty five dollars forty three cents appears still due and as it is probable that the two Companies of Infantry now at Presqu'isle cannot be dismissed so early as the 20^th — therefore an additional sum will be necessary the amount of which may perhaps equal one months pay, say two thousand one hundred thirteen dollars forty three cents — My reason for presuming that sum will be necessary is, that it is probable these Militia cannot be assembled mustered and dismissed at their Post before the 8^th of December and it appears that it was stipulated in their enlistments that their pay was to be continued after the date of discharge a sufficient time for their returning to their homes. The buildings at the mouth of French Creek have caused the expenditures in the Quarter Master Department an estimate of which accompanies this letter, the amount two thousand eighty five dollars forty cents. This work has been carried on with the utmost expedition and accuracy, the barracks are nearly ready for accommodation of the Garrison, the blockhouse, the lower Story of which is to be a Store house, will also be completely soon. On the first of this month I sent forward to Fort Washington all the Medicine & hospital Stores that has then come to hand for the Army except a small appointment of hospital Stores reserved for the upper posts a considerable part of which I have sent to Le Boeuf as there to be subject to the orders of Cap^t Bissell and Ensⁿ Balfour. Major Machel is arrived and preparing to receive the Ohio he has brought from the accountant of the War Department and put into my hands two thousand five hundred Seventy dollars appropriated for Pay & Forage of the troops at the upper posts of the Ohio & Presqu'isle. I am apprehensive that the Troops now on their march from Carlisle will not be able to reach this post in season to proceed to Presqu'isle before winter.
