In regard to the Claims now presented by you for the pay of the Scouts from 22d Augt 1794 to 26th June 1795, I have to observe that the Amount cannot be paid to you on the Authority produced; it being necessary that a Power of Attorney should be produced sign'd by each Individual who served during that period, duly acknowledged before a Magistrate under the Oath of two or more respectable Witnesses, and where a Man cannot write his Name, he must make his Marks, which must also be witnessed. The Signature of the Magistrate must be authenticated under the Seal of the County Court. ↵
