[Philad^a Oct. 30. 1795 Joshua Humphreys] Navy yard Oct. 30. 1795 Sir Before I can give a decided Opinion on the Plan at Norfolk, it will be necessary that I shall be informed; what quantity of the Plank, Timber &[undecipherable] [undecipherable], are Cut and deliverd, or ready to be deliver[d] of the different denominations, and the best price; and what effect it may have, with regard to the contract if an alteration should take place; provided that alteration should be favorable to the persons who were to furnish the stuff. For this purpose you will please to present a letter to M^r Pennock requesting information on the above subject or any other you may think [undecipherable] on the business, so as to enable me to form a decided opinion.
