nies to the Scouts without producing the Evidence of their power and a Number of Receipts do not appear to be legal as the Signatures to them when compared with those now in this Office of the same Persons do not agree. In consequence thereof the amount cannot be passed to your Credit, until full and sufficient Vouchers are produced agreeably to the Instructions above mentioned. In regard to the Claims now presented by you for the Pay of the Scouts from 22^nd Aug^t 1794 to 26^th June 1795, I have to observe that the Amount can not be paid to you on the Authority produced; it being necessary that a Power of Attorney should be produced sign'd by each Individual who served during that Period, duly acknowledged before a Magistrate under the Oath of two or more respectable Witnesses, and where a Man cannot write his Name, he must make his Marke, which must also be witnessed.
