Sir, The Settlements of the Acc[undecipherable] for the pay and Subsistence of the Navy provided for [undecipherable] the act of 27 March 94. not having been referred to the Accountant by Law, they were of course not included in the Instructions from the Comptroller of the [undecipherable] of keeping the Accounts of this Office. I have therefore Sir, to request (as it has become my Duty to settle those accounts by your Letter of the 20^th July last to the Secretary of War and acceded to by him) that you will please give the necessary Directions for furnishing me with the forms requisite for keeping those Accounts at this Office.
