[Pickering, Timothy] War Office October 19, 1795 Sir: The deposition of Joseph Williams, Master of the Schooner Charlotte, of which the inclosed is a Copy, was sent to me by the British Chargé des Affaires at Philadelphia. The facts stated relative to the fitting out of the Privateer Ship Unicorn in the United States and that two of her Officers Peter Marshall and George Price, are American Citizens, I stated are already well known. These reasons and the outrage committed by them at Turks Island as well against a foreign nation as our own Ships and Citizens at that port require that particular vigilance be used to discover and seize that ship together with those and any other American Officers alike circumstanced, that they may be brought to justice, and the dignity of the laws and the good faith of the United States vindicated from the reproach to which they are exposed by the conduct of such unworthy Citizens. I therefore pray your Excellency to take such measures as are proper for the Executive of Georgia to accomplish the objects above mentioned. The additional evidence necessary for the conviction of the Offenders will doubtless be found on board the Unicorn or may otherwise be collected.
