Sir,
The Secretary of War having ordered
several Detachments of Recruits to pass your said Carlisle and
proceed from thence under the Command of Capt McIlwain to
the Army — It is necessary that they should receive any arrears
of Pay due to them before they leave Carlisle and be settled with
up to the first of next Month — for which purpose the Secretary
of War has issued a Warrant in your favor, the amount of which
being eight hundred Dollars will be delivered to you by the Trea-
surer having Major Eno Nicholls to whom you will give your dupli-
cate Receipts to be accountable for the due application thereof —
You will on the Arrival of the Recruits muster each Detachment
separately taking duplicate Muster Rolls, one Roll of which is to
be by you forwarded to Callt Swan Esqr & also to Coll Platt Masters
of the Army for his Government — You will please be careful
in noting on the Muster Rolls the time each man received his pay
and any other circumstances which may be in his favor — You are
also to cause Muster Rolls to form Pay Rolls for the pay due them
up to the time before mentioned and from the Pay Rolls make
out [undecipherable] Rolls for which purpose you have herewith Blanks mus-
ter and Pay Rolls and Blank Receipt Rolls — As the Recruits who
will arrive have never received any pay through this Office, The
Commanding Officer will give you information about what (if any)
they may have received from the Officer who enlisted them —
